La historia comienza en medio de manifestaciones para protestar por la fijación de precios en el comercio de agua. Un evento para celebrar la asociación detenida de la empresa de agua del gobierno de la República de Kuzan con Harimadara Heavy Industries. Aramaki, jefe de Sección 9, cierra tiendas y apaga el tráfico en New Port City. La Sección 9 continúa monitoreando la situación y prepararse para las amenazas terroristas. La policía comienza a disparar a los manifestantes, y la Sección 9 trata de llegar a la fuente que inicióel caos. Motoko se mueve más en los tiroteos que comienzan en el evento del representante de la industria del agua de Kuzan, Dr. Zhinzhee Bekka Arr Thied, estádando un discurso. Una voz femenina dice: «Fire Starter can’t be stopped.»
